If you haven't added a card, your workspace simply continues on the Free plan, up to 5 users and 2 projects, nothing deleted and nothing charged. Add a card whenever you're ready to move to Team or Business.
Yes, at any time, from the Billing section inside the app: no notice period and no cancellation fee. Cancellation takes effect at the end of the period you've already paid for, and your workspace keeps working within Free-tier limits afterward rather than losing anything; see the Cancellation Policy for the full detail.
You're billed per active user on the plan you choose, monthly or annually. Add a seat and it shows up on your next invoice; remove one and your next invoice is smaller, though the already-paid portion of the current period for a removed seat isn't refunded (see the Refund Policy).
