Why your velocity looks noisy
Colombia moves many public holidays to Monday. For a team on two-week sprints, that means some sprints have ten working days and some have nine, and around Holy Week or the Christmas season considerably fewer. If the plan treats every sprint as the same length, velocity swings up and down for reasons that have nothing to do with how the team is working.

New bugs and requests from outside the team arrive in a triage inbox rather than in a developer's messages, so the sprint is protected and the lead decides what comes in. Time logging on Team takes about five seconds next to the task just finished, with reminders sent to the developer, not the lead.
